Biography
Ms. Rosa Kornfeld-Matte was mandated by the UN Human Rights Council and charged with promoting understanding of the rights of the elderly and promoting the implementation of measures to promote and protect these rights.
In May 2014, the Human Rights Council appointed Ms. Rosa Kornfeld-Matte as the first Independent Expert on the enjoyment of all human rights by older persons (HROP). Ms. Kornfeld-Matte served as the National Director of the Chilean National Service of Ageing where she designed and implemented the National Policy of Ageing. She has a long career as an academic and is the founder of the programme for older persons at the Pontifical Catholic University of Chile.

Mandate of the Independent Expert
On 27 September 2013, the Human Rights Council adopted resolution 24/20 without a vote, thereby establishing the mandate of the Independent Expert on the enjoyment of all human rights by older persons. On 29 September 2016, the Human Rights Council adopted resolution 33/5, entitled 'The human rights of older persons' without a vote, by which it welcomes the work and taking note with appreciation of the reports of the Independent Expert on the enjoyment of all human rights by older persons and of the Open-ended Working Group on Ageing
